The Small Council is an exclusive sub-division of the Cothellon's ruling Conin that meets directly with the Cundu to manage the highest-level operations of the sky cities. Like the Large Council, their purpose is to "divide tasks up as needed," though the supreme leader always holds ultimate authority.
