The Water Treatment Plant under Mary and Howard is a massive infrastructure chamber in the Under that processes "sewage and drinking water... for the South of New Market and Central Planning districts". Entering the room is a sensory overload of "whoops and hollers, whistles and shouts, and underneath it all the whirring of endlessly running engines," accompanied by a stifling smell of "shit and urine, body odor and grease". Physically, the huge space features "rows of water tanks [that] lined the floor on either side... great pipes leading in a maze between and around boxes of machinery that rumbled noisily," with "a mess of catwalks, bars and beams" crisscrossing the ceiling.
This sweltering, moisture-glistening facility serves as the headquarters for Shock Crew, led by Dill. The underkids have transformed the industrial space into a chaotic encampment where "hammocks and blankets and tents were placed wherever there was room amidst the plumbing and pathways". The Crew utilizes the overhead pipes to create a rigging system, allowing boys and girls to swing "across the room on ropes and ladders... taunting and laughing as they went". Dill’s own quarters, a bright green tent adorned with a pickle, sits at the far end of the chamber, heavily guarded by boys holding crowbars.
