Shock Crew is an Under faction originally led by Dill, named for his shockstriker magic and their "propensity for stealing electricity". They initially make their headquarters in the sweltering Water Treatment Plant, eventually expanding into a massive, organized alliance of underkids that helps overthrow the city's corrupt government.
