Planner Central is the administrative and technological heart of Newfris, described as a "high-level planner destination" and the base of operations for the Department of Civil Service. Physically, it consists of "a large group of buildings in the center, with clusters of smaller buildings around the edges," all protected by "hordes of guards and weapons and electric fences". It houses the city's most critical infrastructure, most notably the "Synthesizers," which are "great machines... that fed the city", and advanced laboratories containing "swirling plane[s] of light surrounded by thick metal".
While the area is "normally cut off from public access," the gearheads managed to build secret "tracks that get us into Planner Central" to bypass the city's security. It is the site where Rylan and Elanil were held in a jail cell after their arrival from Earth, and where Rylan first beheld the "strangest room" he had ever seen: an indoor forest filled with hundreds of "angular" and "sinister" darkprime trees.
