The Department of Civil Service (DCS) is the heavily armed, navy-blue-uniformed police force of the sky cities, officially tasked with enforcing laws and rounding up vagrants for "Selection". In truth, the organization is a brutal front used by the Planners for population control and to secretly enslave latent mages to power the city's magical forcefields.
