New Manhattan is one of the seven flying replica cities created by the Cothellon, designated specifically as City Four. Lorelei notes the success of its recreation when she steps onto its streets: "She knew it was New Manhattan immediately—New Times Square was awfully hard to miss. They’d recreated the series of blocks perfectly, massive video screens and all. Of course, most of the screens hadn’t been used for advertisements during the Cothellon era—instead, they’d been filled with thinly-veiled propaganda". Due to the city's isolated nature in the sky, "there were no tourists, of course", but the replica did feature an "emergency radio station hidden on the corner of New Broadway and 44th".
During the Ascension, the city's population intake is fraught with chaos when "some idiot had activated the electric cars before the Citizens had been properly subdued". Quynn arrives to find that "sound assaulted him, screams and crashes and honking horns". He is forced to stand upon "a metal dais that overlooked the main town square, where all the Citizens had entered the city" to bring the unruly population to heel. New Manhattan ultimately serves as the staging ground for City Control and the True People's Escape Module operations.
