This high-rise building serves as a "rooftop lookout" at the corner of Market and Embarcadero. During the height of the citywide riots following the passage of Measure K, the prose places Phoenix at the summit: "Phoenix crouched at the top of Four Embarcadero Center, surveying the crowd gathering below. There were hundreds of people, filling up the corner of Market and Embarcadero and spilling out into the nearby park".
The location provides a strategic vantage point where Phoenix and Dust can monitor police reports of looting and rioting through a pirate radio station. From this height, the scale of the city's class divide is visible as "the people on the ground looked so small, milling about and fighting with each other" while the "Upper Heights" buildings thrust high above, "reaching for the sky".
