Located on the Edge of the city past New Embarcadero, Ferry Plaza is a shantytown described as "a massive patch of cement, about three hundred feet wide and maybe five hundred feet long. She couldn’t see what was underneath it, but she imagined it jutting outward from the city itself, floating in the sky, just waiting for an unwary soul to fall". The settlement is filled with "hundreds" of tents that were "shabby affairs, tattered pieces of brown or black vinyl held together with strings".
The plaza is overseen by a gatekeeper named Old Blinky, who rejects Megan upon her arrival because she is recognized as a member of Her Majesty’s Navy, a Crew the shantytowners despise. This location highlights the reputation of the Under Crews even among the topside homeless, with the gatekeeper noting that "everybody's heard of them".
