The Embassy building houses the Department of Employment Development and is depicted as a stark, bureaucratic environment. The prose describes the exterior as being "painted in dark gray across the bottom and a lighter gray starting at the second floor," while the interior "looked nothing like the outside. It was starkly white, with too-bright fluorescent lights in the ceiling, slick white squares of linoleum on the floor, and a wide desk taking up most of the room".
This is the site of Megan’s failed attempt to secure a topside job and escape the Under. The man behind the desk "droned, clearly reciting memorized lines," informing her that "Every Citizen is issued a Proof of Citizenship upon birth. Proof is required for Job and Housing Assignments, as well as for Food and Beverage Allocation". Because she lacked this card, she was nearly arrested by a nearby DCS agent before fleeing.
